I'm also guessing you have never actually played a steallth mission, which would similarly imply you never played missions in GTA Online, because if you had, you'd know the benefits of a silenced weapon. If you are concealed or there are no witnesses and you shoot someone with a silenced weapon, no wanted stars, so if you are still getting wanted all the time, you are doing it in plane site of witnesses. And the purpose of a silencer is to not get caught shooting someone, especially in missions.
